Franco came up when I asked people how Spain had developed such a wonderful book culture. I was told that the culture of reading developed from the dictatorship, that people wanted to be free and found knowledge (reading) supported that.
I started writing Black with the “B” many years ago. You’re right, it “shouldn’t” be capitalized. But when I write Black to describe people, as opposed to the actual colour, I use B because that Black feels different. It’s more of an idea. It’s not the same as the colour black, a black I’d use to describe my shoes or nail polish. So I capitalize Black because it feels closer to the ideas of Latino, Hispanic, or Asian.
